Drug Interventions Programme

The Drug Interventions Programme (DIP) is a Home Office scheme for Class A drug using offenders with the purpose of enabling users to get 'out of crime and into treatment'. It is a key part of the Government's strategy for tackling drugs and reducing crime.

The main function of the DIP service is:

  • Arrest Referral Work - Where workers meet drug users at the stage of arrest.
  • Court Referral Work - Workers will approach those individuals whose cases are connected with drug use.
  • Prison Links - Prison Link workers meet with clients whilst they are in custody to offer advice and support and to ensure that treatment needs are met upon release.

The DIP service in Suffolk is provided by the Westminster Drug Project (WDP). For more information about this organisation, please click on the link to their website.

Westminster Drug Project (WDP) has recently begun a one year pilot to undertake Alcohol Arrest Referral work alongside the current drug provision. External evaluation of the pilot will take place in 2012 which will assist Suffolk DAAT for future treatment planning.

Housing Schemes

It is widely known that most substance misusing criminal justice clients have a range of other issues that need addressing in order for them to successfully recover and re-intergrate into society. Finding suitable accommodation is a huge priority for many of our clients as well as gaining skills to provide them with a foundation to find future employment.

To help with addressing some of these issues, Suffolk DAAT are currently supporting two housing projects which provide clients with the type of accommodation to support their recovery journey. Participants in the scheme will access voluntary placements in order to gain skills and build a portfolio of work and achievements. These places are extremely limited and are only offered to those who have made significant steps in their recovery, are motivated to change and show a willingness to commit to the work involved.

Integrated Drug Treatment System

The objective of the Integrated Drug Treatment System (IDTS) is to expand the quantity and quality of drug treatment with the prison service.

It does this by:

  • Increasing the range of treatment options available to those in prison. This may include substitute prescribing.
  • Integrating clinical and psychosocial treatment in prisons into one system that works to the standards of the Recovery Agenda and includes one care plan.
  • Integrating prison and community treatment to prevent damaging interruptions either on reception into custody, or upon release back home.

IDTS workers and DIP staff need to work closely to ensure that offenders receive seamless support and are retained in treatment after their release to give them the best opportunity to continue their recovery.

Recently, Suffolk DAAT has taken responsibility for commissioning not only clinical treatment, but also the psychosocial element of receovery from substance misuse.

CARAT teams (Counselling, Assessment, Referral and Throughcare) currently deliver this throughout Suffolk's prisons. Contracts with the existing provider are due to expire in March 2012, therefore the DAAT will shortly commence a tender process for the new service.

Integrated Offender Management

Integrated Offender Management (IOM) is a multi agency approach tackling those offenders who commit the most crime and cause the most damage to our communities. Supported by the Home Office, Ministry of Justice and the Department of Health, IOM brings together all the criminal justice agencies in the county.
